Like women these bikes respond to a lot of little changes done together, one small change gets a brief smile but 20 things done togther make a memorable package that keeps on giving
Yes the cams will help but not as much as a set of cams and a big bore, or add heads, exhaust, ignition, increase fuel (carb or EFI)
One set of cams that will work well in the 88 may not work as well later in the 95 with heads.
IMHO best bet is to build it with a full package, if budget isn't up to the all at once, then buy the parts and stockpile them until you get all you need and build it once. But again things don't always work out that way.
I would suggest Kuryakyn tg-1 cams which are chain drive, or woods tw-6 chain cams. SE 204 is good if you go big bore a SE211 with heads is still better.
On a softail you need to build a quick amount of tq with the lower rev limits.
Do you have the complete stage 1 pipes, filter and tune up on the bike?
If so then 204's would be better.
