Stock, the TC88B puts out around 62hp and 72ft lb of torque.
A Stage 1 (traditional not H-D's version) usually results in a 10-20% increase in power. The type and design of the exhaust is large factor in the final results as well as proper tuning.
To answer your question specifically, one will provide the same results as the other
if they are setup and configured properly. Both are tuning devices and both have very similar features. The major difference is that the PC is a piggy back unit and the HRT rewrites (flashes) the ECU's EEPROM.
Remember, an engine is an air pump with a known capability to pump air. Add the correct amount of fuel at correct time will get the max power. Simple way of looking at it but very true.
It does not matter if you are using a carb or a fancy closed loop EFI or what we have now. To get the most power you have to get the tuning right.
