Can a starter clutch gear appear bad.I have held it in my hand and looked it over real good, how can you tell by looking.It's a ratchet type gear, it should ratchet one way and lock the other way.It either does or it doesn't.Is there more to this that I'm overlooking.

Sometimes it will feel good but under load will spin. Get a new Bendix and try it. Not overly exp. Do not get the cheap CCI one.
