OK now that we've tossed it out and beat it with a stick the E and G are good carbs and pretty easy to tune.
That G should work on a 113 as we have an elbruto 113 and it comes with a G, sounds to me like the people doing the tuning don't know jack or you have a bad carb.
S&S has a super tech support line, call them and discuss what is going on.

You have to set the carb up right and it sound rich.
Do you know anything about the carb, the main and pilot jet numbers?
If not turn off the gas at the petcock, remove the air cleaner and backing plate, be careful to not screw up the enricher.
Then put a tuna fish can (empty) under the carb and remove the bowl nut, and drain out the gas., you can see the main but not the pilot jet (intermediate on S&S) get the number, my bet is the pilot is way off and the air fuel screw is out of adjustment.
Pull the float bowl off and remove the intermediate and get the number, also there may be an airbleed jet in the bowl if so get the number on it as well, it can also be located on the rear facing side of the carb or none at all. depends.
The manual pdf you download will show you all the parts, screws, etc.
then post the numbers here so we know the jets.
Turn in the air mix screw gently counting the turns to bottom then back out 2.5 turns to start.
You have a tuning issue or a problem carb JMO
