Unfair NYC Exhaust Law Change/Please Help

The city council is about to pass a law that will fine anyone riding a motorcycle without an EPA approved and stamped exhaust $1000 for the first offense AND confiscate your bike until it is paid. This means NY State will have a different motor vehicle policy than NY city. Please follow this link and write a short note to the committee, even out of state riders can eventually be effected by this kind of law.
New York City Council - Council Speaker Christine C. Quinn

this is the measure being proposed:

I got a ticket in NYS for non-stock exhaust at Americade in 02 (I think). It was only $50 though. A lot, but certainly not close to $500 - $1000.

New York is unbelievable. Taxes and laws. You'd think they'd want to make it more amenable to motorcycles.

quoting Hot01 "You'd think they'd want to make it more amenable to motorcycles"

EXACTLY!!!!!

Motorcycles relieve congestion and have less emissions than cars. I can see their point with regard to noise, but the response here is extreme and poorly thought out. I could live with a quieter baffle in my V&H Big Shots, but the stock pipes, never! It's discriminatory and overreaching. If the idea is to reduce noise levels, why not start with the damn garbage trucks that have plagued the city for decades? Or how about requiring mufflers on jackhammers for that matter? At times, I've had months of construction outside my building starting at 7:30 AM and going all day.

If not the H-A, may look to the Confederation of Clubs (or some such)...it is the "organization" that controles/regulates club colors and symbols...... in one area, the major holder may be HA, another area may be Banditos, another area may be Sons of Silence....etc! Either way, the Confederation is a strong organization in many locations....similar to ABATE but with a different mission...... May look at ABATE also!

The President of the New York HOG's is looking into this right now. That's a good suggestion regarding H-A and other clubs, thanks. Unfortunately the implementation of these kinds of laws are always discriminatory. They'll NEVER stop an H-A member, but for some hard working weekend rider with a family to support who''s trying to have a little fun on the weekend, watch out, here comes Big Blue! $1000 AND they confiscate your bike, that's a punishment that doesn't fit the crime! One bad cop decides to break balls and now that he will wield extraordinary power, he can screw you heavily if he wants to. There are many cops who ride and are good friends to all riders, but as in society in general, there are some who are jealous or resent bikes completely, and now they can choose to really hurt you financially.

New York City Council Bill Issue

I read this on the AMA's website. Funny how they brought it back after 2 years and are trying to sneak it through without public opinion.

This is important to ALL bikers in the USA. Once they weaken our rights in one area, it will follow in others. Those that think it can't happen in their state, don't be so sure. Please sign the petition, it won't get you in any trouble.

I know the bill isn't clear. It seems like it's about straight pipes, except even baffled stock mufflers that don't have an EPA stamp are included in that. This means EVERY bike without an EPA stamp is in violation, whether you actually are or not.

heres a thought instead of going to sturgis, daytona, iowa freedom, etc. to get hammered and play (I enjoy letting loose a little also don't be hatin) there needs to be a freedom tour. Going from city to city as unannounced as possible that has stupid money making laws that single out bikers, helmet, pipes, ape hangers, vertical plates., etc. and flood the city with bikes inconveniance them, it could be 1-2-300000 bikes giving these f'in "leaders" the bird oh yea if its against pipes then bring the pipes against helmets, then leavem at the house if its vert plates then mount them verticaly that kind of protest Just a thought

Ironhorse gets it, but that's also part of the problem, law abiding riders being lumped in with outlaws because we look different. I just wrote this to NYC Council Speaker Quinn. If any of you have a minute you could send a note to her office here, just click on "Contact Speaker Quinn",

New York City Council - Council Speaker Christine C. Quinn

I wrote:
Dear Speaker Quinn, I'm a native New Yorker who voted for you and need your help. I understand the intent of the proposed legislation (Int 0416-2006) but am AGAINST IT'S IMPLEMENTATION. I've ridden motorcycles for years and have an exhaust that has baffles and is within the law. This proposal would require me to spend more than $1000 to comply with, simply to get an EPA stamped exhaust, even though my current exhaust complies with the new specifications. At the least, I should be allowed to be tested and given an EPA stamp, not required to buy a new exhaust and have unnecessary work done that could actually damage my vehicle. The proposed fine is extremely excessive and includes unnecessary confiscation of my vehicle. Motorcycles actually benefit the environment, reducing congestion and pollution when compared to cars. Please don't punish me because a few inconsiderate cyclists are noisy. There are laws already in place to deal with that. Thanks you and good luck in 2009.
