An improperly adjusted clutch might do this, assuming they know how to adjust the clutch but you should have about a dimes width of pull when you try and pull the cable housing away from the clutch handlebar mount, pull to the center of the bike, if it's more it needs to be adjusted, depends on how you like the clutch too but if it's too far out the clutch won't properly engage/'disengage.
If the clutch was reset, check it and readjust, it's pretty simple but IIRC you'd have to sit in the rain in the city to do it.
I doubt seriously the new head and tappets are causing any problems if they were it wouldn't run correctly, if the others were stock and this is stock then it should run the same.
If the fuel mix was screwed with on the V&H pack and you are playing with baffles you're moving the mix all around.
Take it back exactly as it was tuned before you had power issues, check and readjust the clutch. | I was trying to figure what the heck a N switch was.

| Re: Losing Power, Why It's still raining here. I swear, since I started the thread there hasn't been a dry day, so I haven't ridden, no less taken the bike in for a checkup. A little rain doesn't scare me, but I don't choose to ride in the rain if it isn't absolutely necessary. |
