Do Power Commanders come with maps installed on them or do you have to download them from the internet? and if so is it another charge for the maps???

You can download maps from Welcome to Power Commander, Power Commander V, Power Commander III USB and Power Commander EX Fuel Injection Module

look for something close to your bike and modificiations

Once it's on the bike it might run great and it might not, depends on
the map, who made it, where it was made (5000 ft in Denver or 100 Ft in Florida)

But for the most part the download should work.

For the real deal find a powercommander tuning center and get the bike
dyno tuned, you'll find a big difference over a canned map.

Check out Fuel Moto...They offer an extra year warranty and will send your PC programed to the mods you have on your bike, just tell them what you've done to it.
