Running Light is good, Brake light bulb is good but no Brake Light when either using front or back break. What could be the issue and could my "whip" be the culprit?

Not sure what a whip is your talking about , But I would check the fuse , as there's two brake light switches one front & one rear but with both not working I would head to the fuse block

the whip is what some put on the scooter (clips onto either clutch/break levers) and you hit the car with it that is merging onto you. will ck the fuse, was thinking something not so easy lol

they are normally a leather braided "whip", about 3 ft long, with a heavy steel clamp to hang on the bars, but easily/quickly removable. normally used to get the attention of inconsiderate folks....................
