I know this a long shot but I have tried everything and haven't found anything. I have a 83 Honda XL600r with duel carbs. I have rebuilt them and I did one at a time but its possible I have mixed up the throttle valves. The primary and the secondary are different. The are keihin (PH?) carbs. I have the manual but they don't show anything. This is driving me nuts.

After spending about two hours trying to figure this out , searching the web , calling friends and sorting through the manual it ending up being something really stupid. I installed the throttle valve in the primary carb upside down. I didn't know that it was even possible. It took about 15 minutes the next day to realize what I did. What a relief. I feel a need for a beer after this.
