    after removing primary chain adjuster, should chain touch bottom of chain case or is chain too long?

    Your chain is used up. Take a look at the sprockets too. They should have symmetric shaped teeth without any sharp edges or they are worn out too. The engine sprocket is the one that does ALL of the work so check it closely. You can replace the chain alone if the drive sprocket looks OK. A worn-out drive sprocket will destroy a new chain in a short period of time....
