I don't know if it would fit, but I do know that the original front wheel is a 21". I can't see why it wouldn't fit, you just have to make sure the axle size and the offset is the same. That existing fender is going to be way high above the wheel. On my forks there are spots welded/molded into there for the fender bolts. Why are you going to a 16" wheel?? That is going to drop the front end considerably, what about clearance underneath the bike?

I have seen it done and it looks good, the diameter of the tire on a 21"wheel looks very close to the diameter of a tire on a 16" wheel the bike looks like it sits the same just not sure of offset and spacers.
