needle novice

    Just put new V&H pipes on my 99 fatboy, now I'm re-jetting the cv carb.
    I am confused about instructions that say to put three washers(for adjustment I assume) ABOVE the e-clip at the top of the jet needle?
    Wouldn't the washers provide more adjustment UNDER the e-clip?
    And the new needle has several grooves to choose from to set the e-clip,
    grooves and washers? isn't that two ways to set the same needle?
    Does anybody follow this?......I just don't get what good the washers do on TOP of the needle e-clip.

    What brand tuning kit?

    Some kits have washers on top to stabilize the needle some use them for shimming.

    heres what I got

    It's a V&H jet kit, Kinda looks like a dynojet setup.
    If washers are used for stability, why three?
    why not just one thick one on top?
