Almost sounds like a bad float or bad tank of gas ,a smaller then pin hole can let the float fill with gas

Fuel pouring out is an indicator that the float is sticking. I would suspect the float needle (valve) is worn or there are deposits forming around the valve or brass seat. Replace the float valve and give the carb a good cleaning. Just make sure you remove the slide first as the diaphragm on the slide is very sensitive to any cleaning solution and damaging that rubber requires replacing the whole slide. Also use caution not to bend the little metal tab that supports the float valve hanger. This controls the float level. Regardless its probably a good idea to check the level when installing a new float valve.

Also while you are at it I would replace the accelerator pump diaphragm. Modern fuel additives will wear these over time and cause them to either fail (no fuel spray when rolling on throttle) or leak up through the rubber boot around the small pump actuating shaft.
