Starter issue...

    Hi all, on my 1983 FX shovelhed sometimes when I hit the start button it makes a whirring noise and it doesn't kick the motor over. I looked at it and it seems like the starter drive is not kicking out and engaging the ring gear. The starter is spinning just not kicking and engaging. I sometimes have to hit the button 3 or 4 times before it will engag the ring gear and spin the motor.
    I changed out the solenoid with one I know works fine and that didn't fix the problem.
    The bike has the old prestolite type starter.
    Any ideas on what needs to be replaced?

    check the spring......check the bushings for binding, check the fork for binding.
