been chasing this starter problem for over a year now, after several starters and ring and pinion gears I finaly figured it out, the jack shaft was'ent throwing far enough, all parts where were correct cept the spring in there seemed weak, streched that out a bit and had a gun smith buddy of mine make up a shim, now the pinion fully engages the ring gear, not sure why the pinion was falling short so maybe someone in here can explain that one to me, in the mean time I'm going riding!!!

not the first time i have seen springs weaken over time. spring steel will weaken over time due to use and heat. one of the first things to check when having engaging problems is the spring. glad ya got it going, and welcome to the forum!!
