Just don't get disappointed if the tuner looks at you and
says I can't do anything else with this combo, that's all I can
    get....

Then it's time to start looking at what needs to change to
make the goal. BTW without a goal anything said here
is just boilerplate thoughts on what to do for a typical tune

JMO you'll hear this after a short while of changing jets
and moving advance curves once the afr is close (which will
require moving jets again.) At some point the pipes are going
to stop all the power gains possible with those heads, intake and
    cams....

Then it's get out the Mastercard and start planning
    on spending...

I guess I am prepared to do the spending part of it as I was looking at dumping how much into head work and other things. I am not that far off from where I think that I should be at for my min. power range. I am pretty sure that I will be able to get there with a good carb tune...

    Yep Chuck you are correct.

At least he's on the right path, now when all the critters and characters
give advice, then it's his choice to pick the proper path to the Wizards Home.

    Follow the yellow brick road...

well he has a good chance in doing so and it will be good for him to learn that way . Lord knows no one handed me all the answers when i cut my teeth in the automotive world and i spend more time and money now as a grown man on school then i did when i was a kid . He has a great chance to learn with his indy and he should soak it up and learn what works and what dont . Let him learn and if it is the hard way so be it , im sure he took notes of what we all said and have done in the past .if he feels he can get that set up to work great let him learn . We told him what we thought would work . I have alot of respect for a man that wants to work on his own ride . And hopefully he will apply some of the stuff we spoke to him about . Have at it jb !!!!;)
