Rough idle at cruisin speed in 4th and 5th gear

    my '95 Badboy has developed a skip/jerking kinda deal going on when I'm cruising in 4th and 5th gear, say anywhere from 45-70 mph...
    has great throttle response in 1st-3rd gears, and also great throttle response in 4th and 5th...
    whoever painted tanks years ago, painted inside the filler necks on both tanks...gas has ate paint off, and I removed tanks to clean them out...there was paint flakes/chips in bottom of tanks...when I removed petcock, the screen has some paint particles on it, but was basically unclogged...cleaned out screen, petcock and tanks...replaced them but it did not fix cruising idle problem...
    also, my plugs have been fouling out, rear plug mostly...they are not oil or gas fouled... just black sooty fouled...
    any help would be greatly appreciated

    Could be a intake air leak

    Did you clean out the carb & float bowl ? Make sure you clean the jets & all
