    A tax concession isn't a handout????

    No, it's an incentive.

A handout is giving something to someone for nothing,

A concession or incentive is offering something to someone in
    return for future revenue.

Most of these concessions are in the form of reductions of a
percentage of revenue, such as half off of property tax for a
new plant for 10 years, then the tax kicks back in to full amount.

The city at that point has more revenue than it would if it did nothing
because without the incentive the plant would not be there, ergo revenue would be zero.

Say Joes Widgets wants to move and build a $100 Million plant

City A has no plant, has people on unemployment, and offers
Joes' a deal on taxes. Zero year one, 50% year 2-9, full after 10

At the end of Year two they have 50% of what they would have gotten
but 100% more than they would have had, if the plant wasn't there.

City gains revenue at a lower rate, company gets a discount to
offset costs of putting in a plant.

Money is exchanged, and in this case the city received funds
increasing it's coffers, it never expends revenue...

So you are saying that (since I have used Alabama as an example), the state does not have any say or will not dictate on what they wages will be in order to receive that concession??? I have a real hard time believing that.

Capitalism - Wikipedia, the free encyclopedia

That is a part of the negotiation. So then in turn, it is socialism. Both by the company and by the government.

It is disguised as capitalism, but now the government becomes vested with that company, which no longer means that it is privately held.

The federal government sets minimum wages, however
in the negotiations the company will offer to give a specific
amount of funding (payroll that is NEW) to the area.

You are confusing a handout of cash for nothing
with the infusion of new jobs, payroll, payroll taxes
and jobs in swap for reduced tax expenses.

Socialsim has nothing to do with it.

Socialism is not solely based on cash handout!!!

BTW, they really are not creating new jobs. They have to displace other workers in one market only to replace them in another.

They are creating new jobs in the new area, and one could argue they
are creating new jobs period as without the incentives the jobs
    could leave the USA.

I would agree with this if the company was going to that state as an expansion as opposed to a lateral move with a whole bunch of benefits provided by either local or state governments. You gave an example of job retention. It is creating new jobs in that market, yes, but it takes jobs away from another. How can that equal "overall new job creation?

We had a fajata and shrimp dinner for two.
I hurt myself as well my wife and everybody else.
And I think it was the manager came threw and asked if everything was O.K.
We said it was Killer. and told him what we had. He asked it we tried another
Fajatias dinner, we said No, But were coming back. Everybody raved at how good the food was.....
This is the best Mexican resturant we've ever been to.
They had some kind of sause on the side I've never had too. It was garlic sause or something. I'd have to ask the OL but it was good....

It's like 95 miles north of my pad.
